Icicles Outside My Window

For some strangeish reason, whenever I try to type a slash symbol or quotation mark, it comes out like this: è I have no idea why its like that, can someone tell me how to fix it. Oh, I cannot type question marks either. What the. OH!!! I discovered the KEY!!! Now here we go: '''' """"" ???? what. what. what. 
So, my . sign in this """ my , sign is this ''' and my 6 is this ???. Okay, I find that strange. How do I fix it?!?!?! Wah!

Oh, and back to my title (slow) remember the snowstorm? Well, now the snow on my roof is sloping. Like, sloping off my roof, but not exactly falling off yet. And there are icicles clinging on to the snow. Like, what the heck. Anyway, this computer is messed up.
